Rated working voltage and dielectric withstand describe different evidence fields. The first belongs to normal-use selection; the second is a test value that must retain its waveform, duration, setup and acceptance conditions.
Rated working voltage must be checked for the selected connector configuration, circuit allocation, AC or DC system and applicable environmental and insulation-coordination conditions.
Dielectric withstand must remain attached to the source label and test conditions. Record whether the value is AC or DC, the duration, leakage or trip criterion, test points, atmospheric conditions and any altitude or conditioning requirement when the controlled source provides them.

What conditions should accompany a withstand value?
